José Manuel Leceta is a PhD in Telecommunications Engineering, with studies in Strategic Management, Network Economics, International Studies and Business Management.

He is an international expert on policies and strategies for innovation and entrepreneurship.
Career path
He started his career in the space industry in 1987, in Finland, France and Japan. He joined the CDTI www.cdti.es in 1992 where he was Head of the Department of Technologies and Applications in 1996 and International Director until 2010. Between 2011 and 2015 he was Director of the European Institute of Innovation and Technology www.eit.europa.eu and between 2016 and 2018 CEO of Red.es www.red.es
He is currently CIO at the Alicante Port Authority. He is also Chairman of the Board and Co-founder of the Insight Foresight Institute, a specialized think & do tank
